There is no doubt that the work of the Analyst has

increased considerably of late years and the new ordinance will

most certainly add to it. Tho' no special analytical knowledge

is necessary, knowledge of ordinances, local customs, conditions

&c. is most decidedly so and this takes time to acquire.

I would suggest that the extra pay asked for should not

be part of the pay of the post but a personal allowance to the

present holder of the post.
